The Newcastle City Hall is located at 10 West Warwick Street in Newcastle just one block north of Main Street and the County Courthouse building. The offices are open 5 days a week, M-F 8:00 am to 5:00 pm. City Hall houses the offices of the City Clerk Treasurer, City Engineer, and City Building Inspector.
The Clerk/Treasurer`s office handles: Clerk to the City Council; Accounts Payable and Accounts Receivable; Utility billing; Cemetery plot sales and burials, dog licenses, and Municipal Court.

Dog/Cat Licenses- Every dog/cat more than three (3) months old. First license issued when the dog/cat is vaccinated at three months old will be valid for (12) months
- Non-spayed and/or non-neutered dogs/cats $75.00 for a 3 year dog license
Requirements: Proof of current rabies vaccination. - Spayed and/or neutered dogs/cats $18.00 for a 3 year dog/ cat license
Requirements: Proof of current rabies vaccination and proof of spay/neuter. - Duplicate dog/cat license $5.00.
- New residents - (15) Fifteen days from the date of their arrival.
- Dogs/cats shall be kept on a leash, fenced yard, tied to a stationary object so that the dog/cat cannot leave the owner`s property or kept indoors.
